WHEREAS, in view of this situation and the urgent need to shield our population from getting infected by the disease as embodied by orders coming from the President, Provincial Governor and concerned health agencies, there is a necessity to adopt and impose localized guidelines as precautionary emergency measures to help contain the spread of the disease in the municipality;

WHEREAS, the General Welfare Clause of the Local Government Code of 1991 provides that every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare;

NOW THEREFORE, I. ATTY. ALELI U. CONCEPCION, Municipal Mayor of the Municipality of Balaoan, La Union, by virtue of the powers vested in me by law, do hereby order the following:

SECTION 1. In adherance to the directive of the President and the Enhanced Community Quarantine and Stringent Social Distancing Guidelines issued for Luzon, the following safety and security measures shall be strictly observed from March 17, 2020 to 12:00AM of April 13, 2020, to wit:

1. Classes and all school activities in all levels in public and private schools shall remain suspended until 14 April 2020 and shall resume on 15 April 2020. Parents shall be responsible in ensuring that their children remain at home and strictly prohibit them to loiter and roam around public places;

2. All mass gatherings which draw crowds or a large number of participants shall be prohibited. A mass gathering is an event where the number of people attending could strain the planning and response of the community hosting the event;

3. A strict "home quarantine" in all households shall be imposed. Movement shall be limited to accessing basic necessities and provision for food and essential health services shall be regulated. Only one (1) individual per household shall be allowed to do errands, specifically, to procure basic necessities for the household only such as food, medicines and the like. Children shall not be allowed to go on errands. No person shall loiter or roam around in public places such as the plaza, in basketball courts or playgrounds and the like:
