AN ORDER IMPLEMENTING THE PREVENTIVE AND SAFETY MEASURES TO ADDRESS THE THREAT OF COVID-19 IN THE MUNICIPALITY OF BACNOTAN, LA UNION
WHEREAS, the State is mandated to protect and promote the right to health of people under Article 2, Section 15 of the Philippine Constitution, and 1.GUs are empowered to exercise necessary, appropriate and incidental powers for efficient governance in promotion of general welfare, as provided by Section 16 of Republic Act No. 7160, otherwise known as the Local Government Code of 1991;
WHEREAS, Proclamation No. 922, "Declaring a State of Public Health Emergency throughout
the Philippines", dated March 8, 2020 was signed by His Excellency President Rodrigo Roa
Duterte, mandating all government agencies and LGUs to take necessary measures to curtail the
threat brought about by Novel Corona Virus (COVID-19);
WHEREAS, Code Alert System was raised to Code Red Sub level 2 on March 12, 2020 due to increasing number of confirmed cases of COVID-19 in the country,
WHEREAS, in view of the above declaration, the Municipality of Bacnotan in coordination with the Department of the Interior and Local Government (DILG) and other stakeholders held several meetings on precautionary measures to help contain the spread of the virus/disease;
WHEREAS, Memorandum No. 2020-16 from the Office of the Municipal Mayor dated March 13, 2020 was issued re: COVID-19 Pandemic reiterating the responsibility of the Barangay Health
Emergency Response Teams (BHERTS) as well the responsibilities of officials in the monitoring and reporting of visitors/returning residents in their respective barangays;
WHEREAS, in an Inter-Agency Consultation Meeting on March 14, 2020 attended by various stakeholders to include Sangguniang Bayan Members, Municipal Disaster and Risk Reduction Management Council (MDRRMC), COVID-2019 Municipal Task Force, Bacnotan District Hospital, Local School Board (LSB), Liga ng mga Barangay, Civic Society Organizations (CSOs), Philippine National Police (PNP), Bureau of Fire Protection (BFP), and LGU Department Heads among others, safety measures were discussed to prevent the spread of COVID-19 in the Municipality of Bacnotan
NOW, THEREFORE, I FRANCISCO ANGELITO L. FONTANILLA, Municipal Mayor of Bacnotan, La Union, do hereby direct the following measures:
