EXPLANATORY NOTE
WHEREAS, cognizant and supportive to the rice self-sufficiency program of the national government, the Municipality of Asingan is very sincere in its effort to explore viable means that would facilitate the attainment of the said program;
WHEREAS, the data of the 2008 Food and Nutrition Research Institute shows that Filipinos waste an average of two tablespoons of cooked rice or nine grams of uncooked rice daily;
WHEREAS, empirical evidences show that the availability of half-cup (1/2) rice servings would minimize wastage especially within the food service industry;
WHEREAS, in accordance with Section 16 of Republic Act 7160, the Sangguniang Bayan, as the legislative body of the local government unit shall enact ordinances that improve public morals and enhance economic prosperity;
NOW THEREFORE, on motion of Councilor Artemio R. Gonzalez, duly seconded by Councilor Carlos F. Lopez, Jr., it was
RESOLVED, as it is hereby resolved, to approve the following Ordinance, to wit:
