SECTION 3. SEPARABILITY CLAUSE. If any subsection, sentence, clause or - phrase of the ordinance, or its application to any person or circumstance, is for any reason, held to be invalid or unconstitutional by a court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of the ordinance, including its application to other persons or circumstances.
SECTION 11. REPEALING CLAUSE. - All ordinances, resolutions, executive orders, memorandum circulars and all other issuances or parts thereof which are inconsistent with any provision of this Ordinance are hereby repealed or modified accordingly.
SECTION 12. EFFECTIVITY. This Ordinance shall take effect upon compliance with statutory requirements in the enactment of an ordinance.
