EXPLANATORY NOTE
WHEREAS, Republic Act Number 10176 is known as "ARBOR DAY ACT OF 2012"
WHEREAS, it is a policy Of the State to protect and advance the right of the people to a balance and healthful ecology; WHEREAS, the vital role and importance of trees in ecological stability is recognized by undertaking nationwide tree planting activities and providing effective measures for their maintenance and sustainability;
WHEREAS, UNDER THE ABOVE-SAID ACT, it is mandated that all provincies, cities and municipalities and their component barangays shall be required to revive, by appropriate proclamation of their respective local chief executives at an appropriate fixed date every calendar year shall be deemed suitable according to the proper time and season for planting three in their area of jurisdiction,
NOW THEREFORE, on motion of Councilor Jesus G. Cardinez, duly seconded by Councilors Mark E. Abella and Dolores A. Tabin, it was
