SECTION 3. DEFINITIONS. For purposes of this ordinance, the following terms or phrases shall be construed to mean:
a) First Responder also known as emergency response personnel, refers to personnel under the City Disaster Risk Reduction and Management Office (CDRRMO) who has specialized training to respond and provide assistance at the scene of an emergency, such as an accident, or natural disaster, or to transport/operate emergency vehicle/ambulance.
b) Field Work-is a type of work performed away from the principal place of business or a location where a certain task is done outside of a regular office environment or a work environment where there is high risk or high level of exposure to risk.
c) Frontline Field Worker is an employee or personnel who provides an essential - service or key public service through field work. Examples of a frontline field worker are, but not limited to, ambulance driver, ambulance nurse/aide, emergency responder, traffic enforcer, garbage collector, isolation facility utility worker, etc.
d) Garbage Collector - refers to personnel under the City General Services Office (CGSO) who is tasked to collect and dispose of solid waste (refuse) and recyclables from residential, commercial, industrial or other collection sites for further processing and waste disposal.
e) Incentive an amount granted to qualified frontline field worker who is exposed to situations, conditions, or factors in the work environment or place where foreseeable but unavoidable danger or risk exists which adversely endangers his/her health or life and/or increase the risk of producing adverse effect on his person in the exercise of his/her duties, to be validated by the proper authorities.
1) Personnel is a worker employed by the City Government of Alaminos City. Pangasinan who is occupying a regular, casual or contractual position or is engaged through contract of service (COS) or Job Order (JO) or other similar schemes.
g) Qualified Frontline Field Worker refers to personnel, specifically traffic enforcers, first responders and garbage collectors, duly identified and authorized by the head of office, with approval of the Local Chief Executive, to receive an incentive.
h) Traffic Enforcer - refers to personnel under the Public Order and Safety Office (POSO) who is tasked to direct the movement of vehicles on a road or to stop drivers who are breaking the law and give them an official notice of their offense.
SECTION 4. GRANT OF INCENTIVE. There is hereby granted an incentive to a qualified frontline field worker who physically reported for work at their respective field work assignment, which shall be in the amount equal to 25% of the employee's daily base salary.
Example:
25% of daily base salary @ 300/day = 75.00 x no. of days worked (22 days) = 1650.00)
The respective heads of offices shall submit a list of qualified frontline field workers to the City Human Resource Management Office (CHRMO) monthly for approval of the Local Chief Executive (LCE) Certification of qualified frontline field workers shall be issued by the CHRMO, noted by the City Accountant and approved by LCE. The actual work done shall be recorded in a logbook for the purpose, certified by the head of office and endorsed to the CHRMO for verification and recording for payroll purposes.
