WHEREAS, giving incentives to the winners of sports and athletic competitions is giving credence to their achievements worthy of emulation by the younger generation. These winners, through their sacrifices, enthusiasm and motivation, serve as inspiration and good role models to the youth of the City of Alaminos;

NOW, THEREFORE, on motion of Councilor Arvin P. Braganza, co-sponsored by PPSKP Loverly V. Bernabe, duly seconded by all members present,

BE IT ORDAINED BY THE SANGGUNIANG PANLUNGSOD OF THE CITY OF ALAMINOS, PANGASINAN IN REGULAR SESSION ASSEMBLED AN:

SECTION 1. SHORT TITLE. This Ordinance shall be known and cited as the "2022 Sports Incentives Ordinance of Alaminos City." -

SECTION 2. DECLARATION OF POLICY. It is hereby declared a policy of the City of - Alaminos, Pangasinan to extend financial incentives to deserving youth for having given honor to the City of Alaminos in various legitimate competitions in the fields of sports, arts and other prestigious competitions.

SECTION 3. DEFINITION OF TERMS. As used in this ordinance, the following terms or phrases shall be construed to mean:

(a) Athlete is a person who is trained or skilled in exercises, sports, or games requiring physical strength, agility, or stamina.

(b) Athletics also called track-and-field sports or track and field is a variety of competitions in running, walking, jumping and throwing events.

(c) Athletic trainer, or a sports trainer, is a person who helps amateur or professional athletes prevent injuries, give first aid when an injury occurs during a practice or event, and manage the rehabilitation programs and routines of injured athletes.

(d) Coach, in this case a sports coach, is a person coaching in sport or who supports an athlete or client in achieving a specific personal or professional goal by providing training and guidance.

(e) Grantee is an athlete-whether individual or a member of a pair, group or team-a coach, or a trainer who receives a financial incentive as provided for in this ordinance.

(f) Sport pertains to any form of competitive physical activity or game that aims to use, maintain or improve physical ability and skills, while providing enjoyment to participants and, in some cases, entertainment to spectators.

(g) Sports Competitions refer to various sports competitions that are accredited or sanctioned by the following government agencies:

⚫ Department of Education

⚫ Philippine Olympic Committee

⚫ Philippine Sports Commission

⚫ Department of the Interior and Local Government

Commission on Higher Education

Sports competitions may be categorized as:

1) Provincial and Regional sports competitions

2) National sports competitions include, but not limited to the following:

⚫ Luzon-Visayas-Mindanap League

⚫ Palarong Pambansa
