ORDINANCE NO. 2022-03
AN ORDINANCE ESTABLISHING A DISCIPLINE ZONE IN THE CITY OF ALAMINOS, PROVINCE OF PANGASINAN
Sponsor: Councilor Vera S. D. Rabago
WHEREAS, Section 16, Article X of the 1987 Philippine Constitution promotes the right of the people and their organizations to effective and reasonable participation at all levels of social, political, and economic decision making:
WHEREAS, President Rodrigo Duterte, during his 4th State of the Nation Address during his 4th State of the Nation Address (SONA) delivered on July 22, 2019 directed all local government units to reclaim public roads being used for private ends;
WHEREAS, anchored on the Philippine Development Plan (PDP) which aims to lay down the foundation for exclusive growth by ensuring people-centered governance towards "Ambisyon Natin" 2040, the DILG initiated a government-wide national advocacy campaign for culture of discipline locally dubbed as "Disiplina Muna" to activate the real concept of governance where citizenry will be aware of their roles and responsibilities in nation-building as Filipinos;
WHEREAS, compliant with the foregoing directive and order, the Local Government Unit of Alaminos City, Pangasinan deems it proper to establish a Discipline Zone in the area where laws, executive orders, ordinances and other relevant issuances in the City are strictly implemented;
