EXECUTIVE ORDER NO. 19 Series of 2020
AN ORDER CREATING GUIDELINES AND INTENSIFIED PREVENTIVE
MEASURES AGAINST THE SPREAD OF CORONAVIRUS DISEASE 2019 (COVID-19)
IN THE MUNICIPALITY OF AGOO, LA UNION IN CONSONANCE WITH
PRESIDENTIAL EXECUTIVE ORDER FOR ENHANCED COMMUNITY QUARANTINE OVER THE ENTIRE LUZON.
WHEREAS, the World Health Organization (WHO) declared COVID-19 outbreak as a Public Health Emergency of International Concern due to alarming cases tallied worldwide and later declared a PANDEMIC due to a series of widespread community transmission cases among nations of the world; as Code Red Sublevel
WHEREAS, the Department of Health (DOH) declared COVID-19 II due to recorded local transmission in the country;
WHEREAS, Proclamation No. 922 of President RODRIGO ROA DUTERTE declared the entire nation under Public Health Emergency;
WHEREAS, said Presidential Proclamation capacitated all LGUS to immediately act and institute preventive measures to contain the spread of COVID-19;
WHEREAS, series of directives and orders from the DOH, DILG and other government agencies were issued to strengthen measures on COVID-19 prevention; task force and
WHEREAS, the provincial government, regional/provincial inter-agency the municipality have also issued series of statements/directives to the public to further strengthen the orders of the national government against COVID-19, WHEREAS, a community quarantine and lockdown in the National Capital Region (NCR) was instituted wherein affected individuals have returned to their respective hometowns WHEREAS, Executive Order from President Rodrigo R. Duterte ordered an Enhanced Community Quarantine for Luzon effective March 17, 2020;
WHEREAS, in view of the foregoing, there is a need to further intensify the LGU's
campaign and precautionary/preventive measures to contain COVID-19; NOW THEREFORE, I, STEFANIE ANN Y. ERIGUEL, M.D., Municipal Mayor of
the Municipality of Agoo, La Union, by virtue of the powers vested in me by law, do hereby order.
Section 1. GENERAL GUIDELINES:
1. Reiterating the excerpts of the above-mentioned Presidential Executive Order as follows:
a. Classes and all school activities in all levels shall be suspended from March 17 until April 14, 2020.
b. Mass gatherings shall be prohibited.
c. A strict home quarantine shall be observed in all households; movement shall be limited to accessing basic necessities, provision for food and essential health services shall be regulated
d. Only one (1) family member is allowed to leave the household to buy food, medicines and other basic necessities.
e. There will be a heightened presence of uniformed personnel to enforce quarantine procedures. Checkpoints will be established at identified entry points of the municipality, to be manned primarily by the PNP
