This picture was made as a magazine page illustration by an anonymous artist, and published in 1932. According to Russian Federation laws which were enacted on the URAA date the copyright expiration term for anonymous works was 50 years, and the 50-year term calculated from publication date (1932) — definitely expired before the URAA date of 1/1/1996.
